Kerala State Backward Classes Development Corporation Ltd. (KSBCDC) is a Government of Kerala undertaking established on 28 February 1995. Its objective is to promote the economic and social development of targeted communities and achieve “Freedom from Poverty and Backwardness.”
KSBCDC functions as the State Channelising Agency for the following national corporations :
- National Backward Classes Finance and Development Corporation (NBCFDC)
- National Minorities Development & Finance Corporation (NMDFC)
- National Safai Karamcharis Finance & Development Corporation (NSKFDC)
The Corporation has offices in all 14 districts of Kerala.
KSBCDC works with the following national agencies:
- NBCFDC: Promotes economic empowerment of Backward Classes below Double the Poverty Line (DPL).
- NMDFC: Provides concessional finance to notified Minority communities (Muslims, Christians, Sikhs, Buddhists, Parsis, and Jains).
- NSKFDC: Supports alternative livelihood opportunities for Safai KaramCharis and their dependents.
KSBCDC provides loans under the following categories:
- Self-Employment Loan Schemes (including women, startups, and return emigrants)
- Education Loan Schemes (India and abroad)
- Micro Finance Schemes
- Marriage Assistance Loan Scheme
- Housing and House Maintenance Schemes
- Vehicle Loan Scheme
- Personal Loan Scheme
Eligibility depends on the funding agency:
- NBCFDC: Backward Classes with annual family income below ₹3.00 lakh.
- NMDFC: Notified Minority communities

- Yes, certain schemes provide subsidies :
- Start-Up Scheme for OBCs: 20% of loan amount (maximum ₹2.00 lakh) from Backward Classes Development Department (BCDD).
- Re-Turn Scheme (NDPREM):

- Capital subsidy: 15% of project cost (maximum ₹3.00 lakh) from NORKA ROOTS
- Interest subsidy: 3% for first four years for timely repayment
- Green Wheel Scheme: 20% subsidy (maximum ₹1.00 lakh) from BCDD.
- Punarjani Scheme: 20% subsidy (maximum ₹1.00 lakh) from BCDD.
Eligibility is based on community, income, and academic merit :
- NBCFDC: OBC students with family income below ₹3.00 lakh.
- NMDFC: Minority students

- Vidyasree (KSBCDC): OBC and Minority students pursuing approved courses.
Admission to a recognized professional, technical, or vocational course is mandatory.
For medical courses, NEET qualification is compulsory. Minimum marks in qualifying examinations are applicable as per scheme rules.
Yes. Education loans are available for foreign studies with higher limits:
- NBCFDC: Up to ₹25.00 lakh
- NMDFC (Credit Line 2): Up to ₹30.00 lakh
- Higher income group: Up to ₹50.00 lakh
Repayment starts after the moratorium period, which is :
- Six months after course completion or employment, whichever is earlier.
- For medical courses: Internship period plus six months.
Applicants must collect the prescribed application form from the nearest KSBCDC office and submit it with required documents such as :
- Income certificate
- Ration card
- Aadhaar card
- Caste/community certificate
- Project report (if applicable)
- Security documents
After submission and data entry, applicants will be called for interview and original document verification.
